Disclosed herein is a composition for sustained release of an active that includes a plurality of liposomal beadlets, wherein each of the plurality of liposomal beadlets comprise:a liposomal core comprising phosphatidylcholine (PC), phosphatidylethanolamine (PE), and phosphatidylserine (PS) wherein the active is dispersed within the liposomal core; a second core surrounding the liposomal core comprising one or more polypeptide and a polysaccharide; and a polymer beadlet shell surrounding the second core. In certain embodiments, the polymer beadlet shell contains gum arabic; microcrystalline cellulose (MCC); hydroxypropyl methylcellulose (HPMC); glycerol; ?-cyclodextrin; ethyl cellulose; and one or more metal halide salt.
